Fill-in-flash is when the flash is on all the time. The flash will go off even in the day light sun. If there is a shadow blocking your face, and you are standing in the sun you can use the flash to make you picture look better and take the shadows away. The way these photos are examples is because in the photos you will see how the faces are not easily seen when the flash is off and you are in direct sunlight. But then in the second photo you will see how when the flash is used the shadows are gone and the faces are clearly visible.
